Karawang Artha Industrial Hill (KAIH) is supported by Indonesia’s KLIK (Kemudahan Investasi Langsung Konstruksi) program, an initiative introduced by BKPM under the Ministry of Investment to accelerate project realization. Through this policy framework, KAIH provides a fully integrated environment, that enables investors to transition seamlessly from planning to construction. Located within a well-prepared industrial estate with established zoning, infrastructure, and environmental frameworks, KAIH allows investors to initiate projects with greater speed and certainty, fully aligned with the government’s accelerated investment approach.

At KAIH, investors are not only supported by the advantages of the KLIK program, but also through 1ADAPT (One Artha Desk Advisory for Preferred Tenant), a comprehensive one-stop service platform designed to assist investors throughout their setup and operational journey. From licensing coordination and regulatory compliance to facility management and on-ground support, KAIH ensures that investors can fully capitalize on KLIK while navigating Indonesia’s investment landscape with confidence and efficiency.

The KLIK program (Kemudahan Investasi Langsung Konstruksi) is a government policy designed to accelerate investment by allowing investors to begin construction activities earlier in the licensing process. Instead of requiring all permits to be completed upfront, KLIK introduces a parallel approach in which basic business licensing enables construction to start, while the remaining permits are completed simultaneously. This represents a significant shift from traditional regulatory processes, transforming licensing from a sequential system into a more efficient and investment-friendly framework.

Traditionally, investment projects in Indonesia required the completion of all permits before any physical development could begin. This sequential approach often resulted in delays, particularly for large-scale industrial developments that depend on multiple layers of approvals. The KLIK program addresses this bottleneck by enabling a parallel process, where investors can begin construction after obtaining basic licensing, while continuing to complete the remaining permits simultaneously.

Under the KLIK framework, investors first secure a Business Identification Number (NIB) and initial approvals through the Online Single Submission (OSS) system. Once these foundational requirements are met, construction activities can commence without waiting for the full completion of environmental, building, and other technical permits. However, it is important to emphasize that all regulatory requirements must still be fully satisfied before the project becomes operational, ensuring that compliance and governance standards remain intact.

This approach provides significant advantages for investors, particularly in terms of time efficiency and capital deployment. By allowing earlier construction, projects can progress more quickly from planning to execution, reducing idle time and improving overall investment certainty. It also enables better coordination between contractors, suppliers, and workforce mobilization, ultimately contributing to more efficient project delivery.
